Request for Proposal: 2008 - 071 - 2009 Stormwater Grants

Johnson County Stormwater Management Advisory Council is soliciting proposals to implement NPDES Phase II Stormwater program requirements for public education/outreach, and public participation/involvement. Johnson County Stormwater Management Program Notice of Intent outlines measurable goals in these Minimum Control Measure categories that Stormwater Management Program has agreed to implement with Johnson County Cities to meet Kansas Department of Health and Environment (KDHE) permit commitments.

Target Areas for Grant Funding
Public Education and Outreach. Programs designed to inform citizens, schools, developers, contractors, agricultural producers, businesses, and municipalities about the impact of stormwater runoff on surface water quality, and what can be done to reduce stormwater pollution. Such programs could include, but are not limited to:

  1. Public education /outreach for the homeowner in EPA targeted areas such as lawn and garden activities, rain gardens, water conservation, proper disposal of household hazardous waste, pet waste management, and trash management for local waterways;
  2. Public education and outreach for developers, contractors, and municipalities that focuses on sediment and erosion control;
  3. Public education and outreach for agricultural producers that focuses on best management practices for EPA targeted areas such as agricultural chemical application, manure management, and sediment and erosion control;
  4. Public education and outreach for school children that could include the development and/or implementation of curricula for watershed and water resources education, water quality monitoring, or other environmental issues related to water; and
  5. Public education and outreach for all ages that address
    1. safety issues related to the human health and safety impacts of flooding, and
    2. flood mitigation efforts completed, planned or underway in the County.

Public Participation and Involvement. Programs that encourage public participation and involvement of citizens, schools, developers, contractors, and/or agricultural producers regarding the impact of stormwater runoff discharges on water quality. Such activities could include, but are not limited to,

  1. The formation and support of watershed organizations;
  2. Monitoring programs by citizen-based and school organizations:
  3. Organization and ongoing support of community or school programs such as “stream teams” and “Adopt a stream” initiatives;
  4. Organization and implementation of one time public participation and involvement initiatives such as community clean-ups along local stream ways, lakes, and around storm drains, community and/or school-based water festivals, riparian reforestation programs, construction and planting of rain gardens, and wetland plantings.

Best Management Practice Implementation and Education. Programs that implement Best Management Practices (BMPs) toward improvement of surface water quality as part of a BMP education program. Such BMPs include, but are not limited to, rain gardens, projects that protect or restore fish and wildlife habitat, enhance recreational uses, and/or protect or restore water quality and riparian vegetation. Water quality monitoring to gauge effectiveness of BMPs may be included in the proposed work scope.
