Stormwater Utility Feasibility Study

 

The purpose of this effort was to investigate options for addressing current and future stormwater funding and service gaps in Johnson County, including the feasibility of creating a regional, sub-regional, or multi-jurisdictional stormwater utility.

The stormwater utility, or similar type of program, could serve as:

1) Funding vehicle to assist communities in the development of local matching funds for SMAC capital project funding participation, and enhanced stormwater capital and O&M spending at the local level,

2) Provider of menu-based stormwater services for those participating entities who desire such services, and

3) Sponsor and possible cost participant in promoting regional stormwater projects that benefit multiple communities.
