Johnson County Stormwater Management Program:
Business Process Update
Realizing that the needs of the community and the environment
were changing, the Board of County Commissioners identified a need for a
countywide approach to effectively managing stormwater issues in 1989. With the
formation of a Stormwater Management Advisory Council (SMAC) in 1990 and the
1/10th sales tax levied for stormwater management and flood control, Johnson
County embarked on a partnership with each of its 21 communities to develop a
stormwater management plan to proactively address the growing need for
stormwater related awareness and planning. Since 1990, there have been periodic
updates and modifications to the existing program, all focused on improving the
County’s ability to address the ever-changing needs of the community.
In March, 2001, Johnson County selected a consulting firm to conduct a
comprehensive review of the Stormwater Management Program’s existing polices,
project management, and program direction. Additionally, the consultant was
asked to review the program from an administrative, operational, and technical
perspective to ensure continued success of the program in the future.
The goal of this process was to create a catalyst for Johnson
County to continually evaluate and improve the Stormwater Management Program, as
well as provide it with the means to do so. A strategic approach to developing a
Business Planning Process for Johnson County was initiated to combine a private
sector perspective with technical expertise and employee involvement to both
assess the current operational performance and facilitate positive change and
improvement.
